Sealed bids will be received by the Tunica County Board of Supervisors until 10:00 A.M., JULY 3rd, 2023,

at 1300 School Street, Tunica, MS 38676 for supplying all labor and materials (as specified) necessary for

the Tunica County Utility District – Prichard Well Rehabilitation. All local, state, and federal special

conditions and regulations will be adhered to. Bids will be opened at the regular scheduled meeting of

the Tunica County Board of Supervisors on JUNE 19, 2023 at 4:00 P.M.

The work shall consist essentially of the following type items for Tunica County Utility District – Prichard

Well Rehabilitation

1. Preconstruction closed circuit television inspection,

2. Pumping of well to collect aquifer sand sample,

3. Lap pipe re-centering,

4. Gravel wall rebuilding,

5. Mechanical cleaning,

6. Well development,

7. Chemical cleaning,

8. Well test and well efficiency,

9. Final well cleaning,

10. Post construction closed circuit television inspection,

11. Disinfection and bacteriological tests,

12. Discharge piping rehabilitation items, and

13. Final clean up, waste disposal, and property repair.

Removal and replacement of lap pipe, screen, and gravel wall will be additive bid items.

The above general outline of features of the work does not in any way limit the responsibility of the

Contractor to perform all work and furnish all plant, labor, equipment and materials required by the

specifications and the drawings referred to therein.

Bidders are expected to inspect the site of the work as provided in the Instructions to Bidders and to inform

themselves of all local conditions.

Contract time shall be 120 consecutive calendar days from the effective date shown in the Notice to Proceed.

Liquidated damages will be assessed for each consecutive calendar day thereafter in the amount of Seven

Hundred Fifty Dollars ($750.00).

Special Damages - In addition to the amounts provided for liquidated damages, Contractor, in the event of

such default, shall pay to the Owner the actual costs reasonably incurred by Owner for engineering and

inspection forces employed on the work after the time stipulated for completion of the work.

Bidder must be qualified under Mississippi Law and show current Certificate of Responsibility issued by

the Mississippi State Board of Public Contractors establishing his classification as to the value and type of

construction on which he is authorized to bid.

Each Bidder shall write his Certificate of Responsibility Number on the outside of the sealed envelope

containing his proposal. The outside of the envelope should also bear the Bidder’s name, address, and name

of the project for which the Bid is submitted.

Proposals shall be submitted in duplicate, sealed and deposited with the Chancery Clerk office prior to the

hour and date hereinbefore designated. No bidder may withdraw his bid within ninety (90) days after the

actual date of the opening thereof.

Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder's

state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure

that Mississippi's so-called Golden Rule is followed state law requires a non-resident bidder to attach to his

bid a copy of his resident state's current laws pertaining to such state's treatment of non-resident contractors.

Each Bidder must deposit with his proposal, a Bid Bond or Certified Check in an amount equal to five

percent (5%) of his bid, payable to Tunica County, Mississippi, as bid security. Bidders shall also submit

a current financial statement, if requested by the County. The successful bidder will be required to furnish

a Payment Bond and Performance Bond each in the amount of one hundred percent (100%) of the contract

amount. Bid documents are being made available via original paper copy or digital file. Plan holders are required to

register for an account at www.neel-schafferplans.com to view and order Bid Documents. All plan holders

are required to have a valid email address for log-in or registration. Bid documents are nonrefundable and

Contract Drawings, Contract Specifications, and Bid Forms must be purchased in order for a bid to be

submitted. The Tunica County Board of Supervisors hereby notifies all Bidders that it will affirmatively ensure that in

any contract entered into pursuant to this advertisement, disadvantaged and women's business enterprises

will be afforded the full opportunity to submit bids in response to this invitation and will not be

discriminated against on the grounds of race, color, sex, religion, or national origin in consideration for an

award.

Funds used for payment of this Contract may be from or subject to reimbursement by state and/or federal

funds. Additional contractual obligation the Contractor will be subject to are Equal Employment

Opportunity - 41 CFR Part 60, Copeland Act - 29 CFR Part 3, and Byrd Anti-Lobbying Amendment (31

U.S.C. 1352). Tunica County encourages Minority-owned Business Enterprises (MBEs) and Womanowned
