The Board of Supervisors of Jackson County, Mississippi, will receive sealed or electronic bids for RHODES BAYOU DRAINAGE IMPROVEMENT PROJECT MAGNOLIA DRAINAGE CROSSING in Jackson County, Mississippi,
until 12:00 PM Local Time, April 26, 2023, at the office of the Clerk of the Board of Supervisors of Jackson County, 2915 Canty Street, Suite R, Pascagoula, MS 39567. All bids so received will be publicly opened and read aloud at 1:00 PM Local Time, April 26, 2023 in the Jackson County Board of Supervisors Board Room, 2915 Canty Street, Suite R, Pascagoula, MS 39567.

The work shall consist essentially of the following:
Removal and replacement of existing drainage, removal and replacement of asphalt pavement, and grading of existing ditch in Moss Point, MS, and other associated items.

The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein.

The Board of Supervisors of Jackson County hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The contract Documents are on file and may be examined during normal business hours at the following locations:
1. Jackson County Administrator, 2915 Canty Street, Pascagoula, Mississippi 39567
2. Neel Schaffer, Inc., 707 Watts Avenue, Suite C, Pascagoula, Mississippi 39567

All Bids must be accompanied by a certified check or bank draft payable to the order of Jackson County Board of Supervisors, negotiable U.S. Government bonds (at par value), or a satisfactory Bid bond executed by Bidder and an acceptable surety, must be submitted in an amount equal to five percent (5%) of total bid.

All Bids submitted in excess of $50,000.00 by a prime or subcontractor to do any work, must comply with Section 31-3-21, Mississippi Code of 1972, by having a current Certificate of Responsibility from the State Board of Public Contractors.

For all bids submitted in excess of $50,000, the current Certificate of Responsibility Number shall be indicated on the exterior of the sealed bid envelope in order to be opened. All Bids submitted for $50,000 or less shall be so marked on the exterior of the sealed bid envelope. Any bid not meeting this requirement shall not be opened or considered.
Contractors have the option of submitting their bids sealed in an envelope or electronically through www.jacksoncoplans.com If sealed envelope bid is submitted by mail, the post office address of the Chancery Clerk is P.O. Box 998, Pascagoula, MS 39568. Bids may be delivered to Josh Eldridge, Chancery Clerk, c/o Land Records Department, 2915 Canty Street, Suite R, Pascagoula, MS 39567.
When submitting an electronic bid, the bid must be submitted in “pdf” format and shall contain the same information and forms as required for the paper bids. Electronic bids must be secured with a bid bond. When submitting a bid electronically, the authorized signature may be a hand-written blue ink signature or be an electronic signature. When bids are submitted electronically, the requirement for including a certificate of responsibility, or statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal.

All bids submitted in excess of $50,000.00 by a prime or subcontractor to do any erection, building, construction, repair, maintenance or related work, must comply with Section 31- 3-21, Mississippi Code of 1972. Bidder must be qualified under Mississippi Law and have a current Certificate of Responsibility from the State of Mississippi Board of Contractors establishing his Classification as to the value and type of construction on which he is authorized to bid. The scope of work for this project shall require a Contractor to be classified in the following category: Drainage, Site Work, Paving. Each Bidder shall write his Certificate of Responsibility Number on the exterior of the sealed bid envelope before it can be opened. The outside of the envelope should also bear the Bidder’s name, address, and name of the project for which the Bid is submitted.
This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated. Specifically, Mississippi Code of 1972, Section 31-5-37 (2012) “All public works projects utilizing funds received by state or local governmental entities resulting from a federally declared disaster or a spill of national significance, including damages, penalties, fines or supplemental projects paid or financed by responsible parties pursuant to a court order, negotiated settlement, or other instrument, including under any law distributing such fines and penalties including the federal Resources and Ecosystems Sustainability, Tourist Opportunities and Revived Economy of the Gulf Coast Act of 2011 (R.E.S.T.O.R.E.), the Oil Pollution Act of 1990 or the Federal Water Pollution Control Act or similar legislation, shall be subject to the hiring policies established by this section.” This law requires contractors submitting bids for public works projects utilizing specified funding to submit the required Mississippi Department of Employment Security employment plan WITHIN SEVEN (7) DAYS OF BID AWARD .

The Jackson County Board of Supervisors reserves the right to reject any and all bids received and to award said bid in the best interest of the County. Bids may be held for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
