Sealed bids or electronically submitted bids through the Online Plan Room will be received by the Gulfport- Biloxi Regional Airport Authority (herein called “GBRAA” or the “Owner”) in the Office of Executive Director, 3rd floor, Passenger Terminal Bldg., Gulfport-Biloxi International Airport, 14035-L Airport Road, Gulfport, MS 39503, until 2:00 PM local time, Tuesday, March 12, 2024 , and then publicly opened and read aloud in the GBRAA Conference Room on the 3rd Floor, Passenger Terminal Bldg., Gulfport, MS shortly thereafter. Bidders are asked to coordinate with Airport Operations (228-863-1908) prior to submitting paper bids. Bidders may also call into 1-877-431-8639 (PIN 982-713-9178) at 2:00 PM to hear results of bid opening for:

FLEET MAINTENANCE FACILITY GULFPORT-BILOXI INTERNATIONAL AIRPORT

The work is generally described as follows:

1. Construction of a new pre-engineered metal building of approximately 11,000sf in size and includes but is not limited to site paving, fencing, site utilities, grading, drainage, etc. all as shown on the drawings.

The contract time for the base bid is 365 consecutive calendar days. Liquidated damages in the amount of $500.00 per calendar day will be assessed for each calendar day thereafter.

A Pre-Bid Conference is planned for this project on Tuesday, February 27, 2024 at 10:00 AM in the GBRAA Conference Room on the 3rd Floor, Passenger Terminal Bldg., Gulfport-Biloxi International Airport, 14035-L Airport Road, Gulfport, MS 39503. Bidders may also virtually attend by calling into 1-877-431-8639 (PIN 982-713-9178) at 10:00 AM. It is strongly recommended that prospective bidders attend the Pre-Bid Conference. All site visits by any persons shall be conducted on the morning of February 28, 2024 immediately following the Pre-Bid Conference; meeting location will be coordinated during the Pre-Bid Conference.

Bidders must be qualified under Mississippi Law and show a current Certificate of Responsibility issued by the Mississippi Board of Public Contractors establishing classification as to the value and type of construction work on which he is authorized to bid.

Any contract awarded under this Invitation for Bids may be paid for in whole or in part with grant funding from the United States Department of the Treasury (“Treasury”) and the Mississippi Department of Environmental Quality (“MDEQ”) under the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act). Any contract resulting from this solicitation will be subject to the terms and conditions of the funding award, the RESTORE Act Financial Assistance Standard Terms and Conditions and Program-Specific Terms and Conditions, the Standard Sub-Award Terms and Conditions, the RESTORE Act, 33 U. S. C. 1321(t), Treasury Regulations 31 C. F. R. § 34 et seq., including 31 C. F. R. §§ 34, Subpart D, all applicable terms and conditions in 2 C. F. R. Part 200 (including Appendix II to Part 200), and all other OMB circulars, executive orders or other federal laws or regulations, as applicable. Notwithstanding the above, neither MDEQ nor Treasury, or any of their agents, representatives, or employees, is or will be a party to this Invitation for Bids or any resulting contract. Further, any contractor awarded a contract under this Invitation for Bids shall not be deemed to be an agent, representative, employee, or servant of MDEQ or Treasury.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.

All bidders must make positive efforts to use small and minority owned business and women business enterprises. Refer to Special Conditions, Item SC-2 MDEQ Required Attachments for RESTORE Direct Component Construction Contracts for requirements.

ALL BIDDERS must be properly licensed contractors at the time of submitting bids in accordance with the provisions of the State of Mississippi. Contractors submitting a written sealed bid must indicate their current Mississippi Certificate of Responsibility number on the outside of the sealed envelope containing their Bid as well as on their Bid. If the Bid is being submitted electronically through the Online Plan Room, the Mississippi Certificate of Responsibility number must be included as an attachment with the electronic bid submittal as well as on their Bid. To be considered, a bid for Fleet Maintenance Facility must be either sealed, and have clearly written on the face of the envelope the following: “Sealed bid enclosed for Gulfport-Biloxi Regional Airport Authority Fleet Maintenance Facility Project to be opened 2:00 PM, March 12, 2024.” or if submitted electronically through the Online Plan Room, the first page of an electronically submitted bid must state the same language as required on the face of the sealed envelope.

Bidder’s attention is directed to the Instructions to Bidders relative to pre-award, equal employment opportunity requirements, non-segregated facilities and SAM.gov registration.

Bids must be submitted on the standard form of bid proposal and must include a Bid Bond in the amount of 5% of the Bid. The successful bidder will be required to execute the standard form of Contract and Agreement, together with a 100% Performance Bond and a 100% Payment Bond, within 10 days after formal award of the contract. If the bid is being submitted electronically, originals of the bid bond, signed or countersigned by a Mississippi Resident Agent, with Power of Attorney attached, a cashier’s check or certified check for five (5%) percent of bid, payable to the Owner must be delivered to the Gulfport-Biloxi Regional Airport Authority within forty-eight (48) hours of the bid opening time and date.

The bidder shall guarantee to hold his bid good and may not withdraw his bid for a period of 90 calendar days after the scheduled closing time for receiving bids.

The Gulfport-Biloxi Regional Airport Authority in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The award, if made, will be made to the party submitting the bid deemed most favorable to Gulfport-Biloxi Regional Airport Authority at the time the conditions are stipulated. The Gulfport-Biloxi Regional Airport Authority reserves the right to reject any and all bids and to waive any informalities or irregularities in the bids received.
