Description

The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to issue an award to Multiphase Measurement Technologies LLC, 664 Oak Street, Ashland, Oregon 97520-1259, on a sole source basis utilizing Simplified Acquisition Procedures as outlined in FAR Part 13. The requirement is for the procurement of sapphire tipped optical phase probes. These probes are required to complete ongoing research efforts within the Environmental Processes Water Quality and Contaminant Modeling Branch. These probes are required to measure and collect data for void fraction, bubble velocity, and bubble chord length in the U.S and to the ERDC. The contractor will design and manufacture optical phase detection probes to detect changes in the index of refraction of the fluid the active tip is in. These probes will measure void fraction, residence times, bubble chord, and bubble velocity. The design of the phase detection probes will include probe/support interface, intrusiveness to the flow, expected fluid velocity, and desired bubble measurement range.

This notice is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.



Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
