Contract Opportunity

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Solicitation number W9127Q24R0004 is being issued as a Request for Quotation (RFQ) with OPEN MARKET PRICING. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2023-06, Effective November 6, 2023 and the Defense Federal Acquisition Regulations (DFARS) Publication Notice (DPN) dated September 29, 2023. This requirement is a small business set aside under NAICS 721110 with a size standard of $40M.

The MSARNG has a requirement to provide lodging for 128 personnel in the Tupelo, MS area. See attached Statement of Work for full details.

Basis of Award: The government intends to award a purchase order to the responsible offeror whose quote conforms to the solicitation and is considered to be the most advantageous to the Government in accordance with FAR Part 12, Acquisition of Commercial Items, Evaluation will be in accordance with FAR 13.106 and is based on Best Value to the Government in terms of (i) Price; (ii) Technical capability; (iii) Past Performance History. Technical Capability and Past Performance, combined, shall be equal to Price. The government intends to make a single award but may make multiple awards if determined to be in the best interest of the government.

Instructions to Offeror: To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. Proposals shall include: (1) Price quote, to include itemized description of what is included in the quote (2) Technical: identifying how the contractor will execute the requirement, as well as hotel information, name, address, telephone number, (3) Recent/Relevant Past Performance History: Provide references of at least three (3) contracts your company has been awarded that are similar in scope, performed within the past 3 years. The offeror may also be evaluated based on other internal Government or private source information (i.e. CPARS, FAPIIS, etc). Note: quotes submitted without detailed description information and/or only restate the government provided specification will not be considered acceptable and shall be removed from further consideration.

This notice does not obligate the Government to award the contract; it does not restrict the government's ultimate approach; nor does it obligate the Government to pay for any quote preparation costs. Only firm fixed price offers will be evaluated. Along with your quote, please provide the Company Name with CAGE Code, TIN, UEI and Company POC with contact information (email and telephone number), and prompt payment discount terms (i.e. NET 30).
