THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE.



This notice is issued by the NASA/ John C. Stennis Space Center (SSC) to post a draft RFP to solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.



This procurement is for the purchase of gaseous nitrogen to include all the resources (except as expressly stated in the contract as furnished by the Government) necessary to support SSC’s needs. The gaseous nitrogen requirement will be accordance with the Statement of Objectives (SOO), MIL-PRF-27401G, and all other requirements as specified throughout the contract.



This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government will use the information to finalize the RFP as necessary.



The Government will conduct a single organized site visit for this requirement. The site visit has been scheduled for June 27, 2023, at 9:00 a.m. local time. We will meet in Conference Room 302, on the third floor of Building 1111. Submit the legal name (as identified on the individual’s driver’s license), company, and citizenship of site visit attendees no later than 3:00 p.m. Central Time, June 23, 2023, via email to Melissa Wagner at melissa.r.wagner@nasa.gov.



All comments or questions shall be submitted electronically via email to Melissa Wagner at melissa.r.wagner@nasa.gov (and cc Charles Heim at charles.j.heim@nasa.gov) no later than June 30, 2023, at 3:00 p.m. Central Time. When responding, reference 80SSC023R0001 in the subject line of your email, and please use Attachment 10 and frame your questions to include a reference to the appropriate document, attachment number (i.e. Attachment 1, SOO, Para …). Oral questions will not be answered due to the possibility of misunderstanding or misinterpretation. Notification for relevant questions, together with the Government’s response, will be transmitted to the GPE (Contract Opportunities located at https://beta.sam.gov/). The government may not respond to all questions/concerns submitted for the draft solicitation. It is the offeror's responsibility to monitor this website for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments, if any.



The anticipated release date of the final RFP is on or about August 1, 2023, with a proposal due date on or about September 6, 2023. The firm date for receipt of proposals will be stated in the final RFP.



The Government anticipates that the RFP will be issued under Acquisition of Commercial Products and Commercial Services and Contracting by Negotiation in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 15 and will result in one (1) award via an indefinitely delivery requirements contract. The total contract duration will be 12 years with approximately two (2) years for a design implementation phase followed by a 10-year production phase. It is anticipated that this action will be issued as unrestricted with a full and open competition.



The NAICS Code and Size Standard are 325120 and 1,200 employees, respectively. The Product or Service Code (PSC) will be 3655, Gas Generating and Dispensing Systems, Fixed or Mobile.
