Description

The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1(b) with Cenmed Enterprises, Inc., 121 Jersey Ave., New Brunswick, New Jersey 08901-3275, for a Bubble Curtain.



The US Army Engineer Research and Development Center (ERDC), Environmental Laboratory (EL), requires a Bubble Curtain to meet ERDC’s mission needs and goals for multiple funded projects including military related and basic research. Specifically, the bubble curtain will cover at least an acre of water treatment area to test treatment effectiveness of a biocontrol for harmful algal blooms in marine waters. A “curtain” is needed to isolate a treatment plot from a control plot and the rest of the water system. Two of the borders of the plot will be shoreline and the other will be the bubble curtain. The bubble curtain is required by NOAA and environmental regulators over a physical material curtain due to endangered manatees that live in that area. The bubble curtain would not adversely impact the movement of manatees as a physical curtain would.



This acquisition is being conducted under FAR 13.106-1(b). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339999 All Other Miscellaneous Manufacturing with a small business size standard of 550 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
