SOURCES SOUGHT: This is a Sources Sought Synopsis in support of Market Research being conducted by the US Army Corps of Engineers, Engineer Research and Development Center (ERDC) to identify potential sources. This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the Government to any contract award. The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) is issuing this Sources Sought announcement for the supply of a Bubble Curtain to determine interest, availability and capability of businesses to supply the product as described below:

DESCRIPTION: The Environmental Laboratory (EL) is recognized worldwide as the problem solver in environmental science and engineering research for US Army, the Department of Defense, and the Nation. R&D activities address a multitude of environmental issues to advance civil works, water resources, military installations, and the warfighter. Research activities include ecosystem restoration, ecological resources, and contaminant management, risk and decision science, environmental sensing, ecological modeling and forecasting, environmental security, and environmentally sustainable material.

The bubble curtain is required to meet ERDC’s mission needs and goals for multiple funded projects including military related and basic research. Specifically, the bubble curtain will cover at least an acre of water treatment area to test treatment effectiveness of a biocontrol for harmful algal blooms in marine waters. A “curtain” is needed to isolate a treatment plot from a control plot and the rest of the water system. Two of the borders of the plot will be shoreline and the other will be the bubble curtain. The bubble curtain is required by NOAA and environmental regulators over a physical material curtain due to endangered manatees that live in that area. The bubble curtain would not adversely impact the movement of manatees as a physical curtain would.

1x Whipsock Kits for TORI1.0

1x 1” I.D. Reinforced Self-Sinking Torpedo Tubing Kit w/acc – 300 ft with hardware and fittings

2x Y split & U connect SS316 for TORI1.0-BUB34, with hardware

2x ¾” I.D. Self-Sinking Bubble Tubing – 200ft

SUBMISSION: All interested companies with 339999 as an approved NAICS code have until June 23, 2023 at 2:00 PM EST to submit the following:

-Business Size, to include designation as HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business, and large business. The Government must be able to verify SBA certification of Hubzone, 8(a) and SDB via SAM.

-Description and Specifications of Bubble Curtain available through your company, as well as the time required for shipment of the product to the delivery location.
