Description

This Sources Sought Notice is being conducted by the U.S. Army Corps of Engineers, Vicksburg District strictly for market research to determine interest of potentially qualified small business firms, relative to the North American Industry Classification Code (NAICS) 562119, “Other Waste Collection,” with small business size standard of $47 million.



The Government desires to offer this requirement for competition under a small business set-aside, provided 2 or more qualified small businesses are identified that are determined to be capable of providing the required product(s). We encourage small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.





The purpose of this Sources Sought Notice is to seek Capability Statements from interested small businesses concerns capable of providing the product detailed below, along with providing technical and physical assistance in the installation and commissioning process.



THIS IS NOT A REQUEST FOR TECHNICAL OR COST/PRICE PROPOSALS. This notice is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the government to a contract for any supply or service. Further, the government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this source sought notice. The government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized at www.sam.gov. . It is the responsibility of potential offerors to monitor www.sam.gov. for additional information pertaining to this requirement.



General Site Description



The Revetment Branch requires energy recovery for USACE fuel barge 9601. The fuel barge has



three separate compartments. Compartment #3 has fuel (#2 dyed diesel) mixed with water and



currently contains a total of 25,872 gallons, with 9,297 gallons of that amount estimated to be



water. The contractor shall strip and recover all fuel/water in compartment #3 to the free the



government of responsibility of handling the liquids. The contractor is also responsible for hot



washing the subject tank after stripping all liquid.



Work Statement



The Revetment Branch requires energy recovery for USACE fuel barge 9601. The fuel barge has

Requirements




  • Fuel Barge 9601 contains roughly 25,872 gallons of fuel/water mixture in compartment.

  • Roughly 9,297 gallons of water mixed with roughly 16,575 gallons of fuel

  • Contractor shall remove all fuel/water for energy recovery.

  • Contract will allow for up to 40,000 gallons of liquid for energy recovery.

  • Contractor shall hot wash entirety of compartment #3

  • 56’ long x 29’ wide x 10.5’ tall

  • Barge will be available at Vicksburg harbor string out.

  • Tank truck will be able to access string out and pull right up to fuel barge then back off

North American Industrial Classification System (NAICS) Code applicable to this source sought is 562119 Other Waste Collection. The Small Business Size Standard for this source sought is $47 million.



Interested companies responding to this source sought should include the following information:



1. Company name, address, phone number, email, UEI number, CAGE Code, point of contact (POC) name, as well as business category (small businesses or other than small to include subsets).



2. Information describing the company’s capability to perform and past performance. Provide specific capabilities on relevant work the same or similar in size and complexity. Include contract number, contract description, dollar value and a customer point of contact, telephone number and email address. Identify whether your firm was a prime vendor or subcontractor.



3. Provide company business size based on NAICS code 333310. Also, provide business type ((i.e., Small Business or Other than Small) and all applicable socio-economic category information (Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.)).



4. Provide a Statement of Interest in the project.



5. A narrative statement demonstrating your firm’s capability and experience supplying new drinking water membrane modules and associated equipment as described above. Your firm shall also provide a narrative statement demonstrating your firm’s capability and experience providing technical and physical assistance in the installation and commissioning process of the updated membrane trains. Your response should include the following information: details of similar contracts/projects (within the past 5 years) to include contract number, dates of service, project references (including owner with phone number and email address), size and scope of contract/project. Narratives should be no longer than THREE PAGES on an 8 ½ x 11" size paper and no less than 11point font.



It is requested that interested contractors submit a response (electronic submission) of no more than 5 single sided pages that addresses the above information. This response must be submitted as a single application-generated (not scanned) PDF document that is less than or equal to 4MB in size. Please note that hard copies will not be accepted.
