The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Lotek Wireless, Inc., 115 Pony Drive, Newmarket, Ontario L3Y 8B5 Canada for the purchase of avian transmitter tags – PinPoint Argos Solar-S Tags.

The minimum needs for this supply contract are: Quantity of 20, PinPoint Argos Solar-S Tag tags with satellite transmission capabilities that will be used to track migratory birds. Manufacturer Item No.: PINPOINTW ARGOS (description: PinPoint Argos Solar-S Tag).

The equipment must provide researchers the ability to affix GPS satellite transmitters and document daily (both diurnal and nocturnal) and seasonal movements of migrating birds that weigh less than 4.00 grams for a minimum of 12 consecutive months. Must interface with existing Argos transmitter systems. Tags must be available for delivery to Vicksburg, MS no later than 30 November 2023.

The intended procurement will be classified under North American Industry Classification System (NAICS) 334511 – Search, Detection, Navigation, Guidance, Aeronautical, And Nautical System And Instrument Manufacturing. This notice of intent is not a request for competitive quotes and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit capable quotes, including price, sufficient to determine capability in providing the same or similar product. All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
