Description

The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract for 60 HC2A-S3 Humidity/Air Temp Probes and Interface Cables for meteorology for The National Data Buoy Center at the Stennis Space Center in Mississippi. The Governments intends to make an award to the responsive responsible quoter providing the best value in accordance with FAR 13.106-2(B)(3).

The Rotronic humidity probes being procured are replacing identical parts that are over 5-years old, lost at sea, or damaged beyond repair. Hence, it is imperative that the 60 HC2A-S3 probes and the associated accessories to be used in TAO array and in coastal weather buoys continue to be the Rotronic brand. The selection of an alternate brand of relative humidity and air temperature sensor would result in extensive laboratory and field testing before it could be used on an operational station. This includes the side-by-side testing of full systems (buoy hull/mast, and full payload and sensor suite) since the TAO payloads are not equipped to add extra humidity sensors which would easily exceed a cost of $100k. The purchase of other alternate brands could result in sensors suffering premature failure rates, sensor corrosion, and inaccurate data. Accuracy is of utmost importance and necessary to protect life and property.
