The Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), Impact and Explosion Effects Branch (IEEB) has a need to procure new laboratory equipment capable of conducting effective-stress tests on soil and rock (geomaterial) samples. There are four unique specifications for the subject equipment which are considered essential in the IEEB’s requested laboratory test system which include the maximum confining pressure 200 MPa (30 ksi), the maximum axial loader capacity 4000 kN (0.90-million lbf), the maximum pore pressure capacity 200 MPa (30 ksi), and a 50.8-mm diameter sample size. The requested effective-stress geomaterial laboratory test system is a necessary and unique piece of equipment that is required for IEEB’s sponsor-driven tests. To support these needs, the Government intends to award a Firm-Fixed price contract, to Geotechnical Consulting & Testing Systems, L.L.C. (Cage Code: 3FR66), on a sole source basis. There is only one known company, Geotechnical Consulting & Testing Systems, L.L.C. (GCTS), that is capable of manufacturing the required laboratory testing equipment that also meets all of the unique specifications for the required equipment. Geotechnical Consulting & Testing Systems, L.L.C. is a small business concern. The applicable North American Industrial Classification System Code (NAICS) code is 334519 (Other Measuring and Controlling Device Manufacturing) with a size standard of 600 employees. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
