This is a Sources Sought Announcement issued by the United States Department of Agriculture (USDA) for informational and planning purposes only. This is NOT a solicitation, nor is it an announcement for a forthcoming solicitation. Responses to this notification will help to determine the acquisition strategy for any possible future solicitation and determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized.

This notice shall not be construed as a RFP or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract on the basis of this request, so proposals will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.

The United States Department of Agriculture (USDA), Agriculture Research Service (ARS), Jamie Whitten Delta States Research Center (JWDSRC), 141 Experiment Station Road, Stoneville, MS location has a requirement for:

• Repair York 500 Ton Chiller #2, Model #YKESEQQ6-CRG, serving building #1.


• Recover and weigh existing refrigerant charge.


• Remove and replace Refrigerant Level Control Sensor.


• Remove and replace Level Control Actuator.


• Re-install recovered refrigerant and test level control.


• Perform startup and evaluate chiller.

Response is strictly voluntary - it is not mandatory to submit a response to this notice to participate in any formal RFP process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.

Submission Instructions: Interested contractors are invited to submit a response to this Sources Sought notification by 3:00 p.m. Central Time (CT) on December 12, 2023, to the attention of Monte Jordan, Contract Specialist, at monte.jordan@usda.gov. Telephone inquiries will NOT be accepted. Late responses will not be accepted. This is strictly market research, and the Government will not entertain any questions.

Responses should be no more than ten pages and shall include the following information:

1. Organization Name;

2. Contact Name, e-mail address and phone number;

3. Organizations SAM UEI number;

4. Business size status for the applicable NAICS code;

5. Tailored capability statements addressing the salient characteristics listed with appropriate documentation supporting capability.

Interested contractors are instructed to provide only the data requested. No proprietary classified confidential or sensitive information should be included in your response. The Government reserves the right to use any nonproprietary technical information in any resultant solicitation(s). The USDA will not review any additional information.
