The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Ocean Instrument NZ Limited, 28 Ashton Road, RD 5 Warkworth, New Zealand, for the purchase of sound detection supplies – SoundTrap ST600 STD – Long Term Recorders for the long-term data collection at various research sites within the U.S.

The minimum needs for this supply contract are: Quantity of 4, up to 160 days of battery life with rechargeable batteries, 4x microSD slots capable of providing up to 2 TB of removable data storage, 20Hz – 60 kHz bandwidth, 192 kS/sec sample rate, rugged titanium housing, removable protective hydrophone cage, up to 500m depth rating, suitable for 1 year deployments. Sound traps must be available for delivery to Vicksburg, MS no later than 30 November 2023. These units will be used to link together and collect data with the existing government owned SoundTrap ST600 STD – Long Term Recorder.

The intended procurement will be classified under North American Industry Classification System (NAICS) 334511 – Search, Detection, Navigation, Guidance, Aeronautical, And Nautical System And Instrument Manufacturing. This notice of intent is not a request for competitive quotes and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit capable quotes, including price, sufficient to determine capability in providing the same or similar product. All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
