The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), Vicksburg, MS, intends to award a Sole Source Firm Fixed Price contract to The American Society of Civil Engineers for the procurement of a multiple physical site license from 01 JAN 2023 through 31 DEC 2023. The journals purchase titles include ASCE Journals Collection Online, ASCE Proceedings Collection Online, ASCE eBook yearly add ons, and ASCE Standard yearly add ons and is an essential to performing civil and military research missions at ERDC. These titles are being purchase through The American Society of Civil Engineers. The American Society of Civil Engineers is a commercial supplier of research publications that provides a multiple physical site license and quote specific to ERDC. The American Society of Civil Engineers electronic title is the following: The American Society of Civil Engineers Complete Only this suggested source can furnish the requirements, to the exclusion of other sources, because the license is proprietary to The American Society of Civil Engineers, and no other vendor can provide the terms and conditions to the government. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement may be submitted to David Ammermann at david.g.ammermann@usace.army.mil. The Notice ID shall be included in the subject line of the e-mail submission. Responses must be received no later than 7 days from the posted date of this notice.
