Description

This is a notice of intent to solicit and award a sole source contact as authorized by Federal Acquisition Regulation (FAR) 6.302-5, authorized by statute. The 14th Contracting Squadron, Columbus AFB intends to issue a sole source, Firm-Fixed Price Contract to Cloverleaf.me Inc., 320 Culvert St., Ste 301, Cincinnati, Ohio 45202-4247, a small business. The applicable NAICS is 541715 with a size standard of 1000 employees.



Background:



The SBIR program is a federally mandated competitive program structured through a uniform three-phase process. The objective of Phase I is to determine the scientific and technical merit and feasibility of the proposed effort and the small business concern’s quality of performance, using a relatively small agency investment before consideration of further federal support in Phase II. The objective of Phase II is to continue the research/research and development (R/R&D) effort from the completed Phase I project by developing a prototype which can demonstrate the innovative capabilities. SBIR Phase III work derives from, extends, or logically concludes effort(s) performed under prior SBIR funding agreements. It is funded by sources other than the SBIR Program and is typically oriented towards commercialization of SBIR research or technology, but can be used for further R/R&D. The SBIR program is customer-focused and output-oriented incorporating partner needs through a formalized and structured process to align investments to the Agency’s highest priority requirements.



Scope:



The 41st FTS will receive access to the Cloverleaf platform for an initial 100 users for a base year and four option years. The goal of this contracted partnership is to: 1. Driving self-awareness, emotional intelligence, and growth mindset for individuals, 2. Improving communication, collaboration, trust, and performance for teams, 3. Develop leadership capability and soft skills for supervisors and team leads, and 4. Enable an agile approach to creating high performing cross functional teams. In the months leading up to the conclusion of each year, Cloverleaf and the 41st FTS teams will review impact data from our survey process, engagement data, and overall usage/adoption/expansion details to ensure that outcomes are being met.



Period of Performance: 18 September 2023 – 17 September 2024, with four option years.



This is a notice of the intent to award a sole source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Any firm believing that they can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis.
