The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1(b)(1)(i)) with All Traffic Solutions, Inc., 14201 Sullyfield CIR STE 300, Chantilly, Virginia 20151-1687, for TraffiCloud Stats Suite for StatTrak Software.

This contract will support the ongoing research for a pilot meter study which utilizes the government owned StatTrak devices placed at 20 sites across the country in on Corps of Engineers lakes and projects. These devices are used to monitor traffic counts in these areas to create reports and predict future traffic patterns. The contractor shall provide software subscriptions for TraffiCloud. The software must link to the government owned StatTrak devices. This software must be able to remotely gather traffic data and create reports from the StatTrak Devices. Software subscriptions will last 6 months to one year with optional renewal of 12 months and include any software updates released.

The intended procurement will be classified under North American Industry Classification System (NAICS) 334290 – Other Communications Equipment Manufacturing with a Small Business Size Standard of $750.00. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product. All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
