- Background
NASA’s Occupational Health Program (OHP) encompasses seven constituent areas, all working synergistically to support employee health. These seven constituent programs include Occupational Medicine; Industrial Hygiene; Health Physics; Health Promotion, Wellness, and Fitness; Federal Workers' Compensation; Food Safety; and Employee Assistance Program, all of which meet the NASA Procedural Requirements (NPR) 1800.1. Record keeping is an overlapping area of these seven fundamental areas. All OHP records (e.g., medical, industrial hygiene, and compensation claims) are safeguarded, maintained, and dispositioned in accordance with applicable law, regulation, and NASA policy.
NASA’s Stennis Space Center (SSC) in Hancock County, Mississippi has an OHP with an existing health clinic and wellness (exercise) facility located within the confines of its security area. The health clinic is currently managed and operated through onsite contractor support and is independent of the wellness facility which is managed and operated by the SSC NASA Exchange. NASA’s Michoud Assembly Facility (MAF) in New Orleans, Louisiana has an OHP existing health clinic and wellness (exercise) facility located within the confines of its security area which are both managed and operated through onsite contractor support. The government (NASA) is currently providing capital investments of equipment and facilities that may be available to a potential party for the execution of a privately run operation. The population residing at SSC and MAF is approximately 5,500 and 3,500 respectively
- Information Requested
NASA is hereby seeking information from interested healthcare providers and /or other organizations familiar with occupational health programs in the establishment of a privately run service with the goal of reducing NASA operational expenses and expanding services while maintaining a high level of client satisfaction. The privately run service shall be able to provide onsite occupational health, wellness, employee assistance program, and medical employability services for NASA's Stennis Space Center (SSC), Mississippi and NASA’s Michoud Assembly Facility (MAF), Louisiana. Privately run service is considered any business that is not a government entity or government contractor.
NASA invites potential firms to submit a written response indicating their interest in establishing a privately run OHP at SSC & MAF on or before July 17, 2023 by 4:00 p.m. central time. The written response shall be no more than 5 pages in length. A page is defined as 8.5” x 11”, 12 pt, and Times New Roman font. Written responses shall include the following:
- Overall interest and approach to performing a privately run OHP.
- Identify additional data that may be required to assess the possibility of establishing a privately run OHP service.
- Major concerns in supporting a privately ran OHP at SSC

In accordance with FAR 15.201(e), responses to this notice are NOT offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this synopsis. The Government will not pay for any information solicited. No evaluation letters and/or results will be issued to the respondents.
No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in Government-wide Point of Entry (GPE). The GPE may be accessed via the Internet at https://www.sam.gov It is the potential firms’ responsibility to monitor these sites for the release of further information. The Government intends to review all responses submitted by Industry. This data will not be shared outside the Government. The Government may use this data to refine requirements. Please do not submit proprietary information.
