Description

The U.S. Army Engineer Research and Development Center (ERDC), intends on transforming how Installations and the Operational Environment (IOE) Research and Development Area (RDA) research and development (R&D) is cultivated for broadening, deepening, and accelerating achievement of stakeholder values and priorities in the Planning, Programming, Budgeting, and Execution (PPBE) process. The view is towards generating highly resonant resultant technological products and capabilities in a coherent and comprehensive way across the ERDC Laboratories and its partners/collaborators, for effectively transitioning these to end users with seamless zero glide path delivery to points in time and location of needs. The end state is for fully realizing robust leap-ahead service to the IOE mission managers and Warfighters, aligned with the U.S. Army Corps of Engineers (USACE) R&D Top Ten priorities, Army Installation Strategy (AIS), Army Climate Strategy (ACS), Army Arctic Strategy, Army Modernization Strategy, Multi-Domain Operations (MDO) Strategy, National Security Strategy, and other relevant guiding documents.



To this end, an IOE RDA Strategy and Implementation Plan will be reviewed and analyzed. ERDC will engage internal and external stakeholders for developmental evolution and finalization of an internally and externally-consumable “6P”* Strategy document and accompanying Implementation Plan. The Strategy and Implementation Plan will lead in with a separable “Portfolio" chapter that addresses the Research, Development, Testing, and Evaluation (RDT&E) priorities of the Assistant Secretary of the Army (ASA) for Installations, Energy, and the Environment (IE&E), and other stakeholders served in the PPBE process. The “Portfolio” chapter will serve as a leading framework in illuminating associated gaps and closure strategies/plans for the remaining “P” chapters.

ERDC intends to issue an award to Water Institute of The Gulf. (CAGE 6SSA1), on a sole source basis Water Institute of The Gulf is the only vendor that can perform the required support for the IOE RDA. The award will be issued in accordance with FAR 6.302-1(a)(2)(iii)(A). The NAICS code for this requirement is 541620 with a size standard of $19M. This notice of intent is for information purposes only.



This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.



Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
