The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), has a requirement for a service contract for CE-QUAL-W2 Development for Multi-Objective Decision-Making with a period of performance of twelve months in support of the Environmental Laboratory (EL).

ERDC intends to issue an award to Louisiana State University, 202 Himes Hall Baton Rouge, LA 70803-0001, on a sole source basis in accordance with FAR Part 13. This contract action is for a new contract for R&D services for Multi-objective decision analysis capabilities that need to be developed for CE-QUAL-W2, so that the model will be able to address multiple objectives simultaneously (e.g., flood risk management, hydropower operations, water supply, recreation, and ecosystem restoration and management), consider conflicting goals, and foster stakeholder engagement. The Contractor shall link CE-QUAL-W2 with ERDC’s Canteen model and extend ERDC’s CE-QUAL-W2 Python library; therefore the contractor must have 1) demonstrated experience with ERDC’s Canteen model; 2) demonstrated experience with CE-QUAL-W2 Python Library; and 3) demonstrated experience with CE-QUAL-W2 for water quality and coastal resilience for restoration initiatives. The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a size standard of 1000 employees.

This notice of intent is for information purposes only. This is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
