The purpose of this amendment is to address vendor questions, and extend the RFP due date to 10:00 a.m. Friday 12/29/2023.

  1. Can you please double check the Attachment A – Pricing Sheet and confirm it is the correct one?

    1. Cell E57 of the Analysis Summary Tab seems to refer to another service, “Kitchen fly traps and IDIQ was increased to cover Bed Bug treatment use frequency.”

      1. The Analysis tab on this spreadsheet is incorrect and does not apply to this contract. Please disregard.





  2. Can you please clarify on pages 16/17 of the bid document:

    1. The Government identifies 9 locations (2.4 Collection containers) requiring service and only an average of 5 containers in a typical workweek (page 17 first paragraph).

    2. Is the Government expecting the contractor to pull and consolidate the medical waste from all locations, or to exchange the containers from the locations only when full?

      1. Typically, in the industry the waste is prepared for shipment by the generator and presented for pickup, so while I realize the period has expired, it is a critical component that should be addressed.

      2. Contractors will present lower prices since they will not be technically required to handle and package the waste, so the staff at the facility will need to consolidate the waste for pick up, or only full containers will be pulled. Either way, I do not think that is the intent, so it should be clarified for all bidders.

        1. All nine locations in the building need to be checked for medical waste by the contractor. Government staff disposes the waste in 28-gallon totes lined by the Contractor. The Contractor is expected to line each tote with a new bag in each room.







  3. How many containers per room are to be picked up?

    1. This amount varies. Please refer back to section 2.1 of the PWS.

SUBJECT: The Armed Forces Retirement Home (AFRH)



Medical Waste Disposal Services



Dear Offeror,



The Bureau of the Fiscal Service, on behalf of the Armed Forces Retirement Home (AFRH) is seeking establishment of a Purchase Order (PO) for Medical Waste Disposal Services as described in the following solicitation Request for Proposals (RFP): 20342324R00002.



The Government anticipates awarding a Purchase Order (PO) award. The PO will include one (1) 12-month Base Period, with four (4) 12-month Option Periods. It is anticipated that the Purchase Order issued will be Firm-Fixed-Price (FFP). The Performance Work Statement (PWS) describes the required tasks for this solicitation. This document outlines the required documents for submission as well as outlines the evaluation process.



This is a 100% small business set aside requirement utilizing NAICS code 562211 Hazardous Waste Treatment and Disposal.



INSTRUCTIONS TO Offerors



Interested offeror shall email questions to purchasing@fiscal.treasury.gov with the subject line “Questions for RFP: 20342324R00002, Attn: RVBrown/PCWhite” due no later than 10:00 AM EST on Monday 12/11/2023.



Proposals are due no later than 10:00 AM EST Wednesday 12/20/2023, and must follow these instructions:




  • Use Microsoft Office compatible files or Adobe PDF. Other file extensions will not be accepted.

  • In addition to the proposals for all requirements, all information required in the clause package, including any instructions to vendors, must be completed and included with your proposal.

  • Completion of Attachment A Pricing Worksheet is required for all proposals submissions.

  • Email your complete proposals to purchasing@fiscal.treasury.gov, with the subject line “Proposals for RFP: 20342324R00002, Attn: RVBrown/PCWhite.”



Only complete proposals submitted to the e-mail address above, by the established due date, will be considered. Any packages submitted after the established closing date and time will not be guaranteed consideration.
