Amendment C0001 was issued on 10/12/23 to provide responses to all questions received.



The Government Publishing Office (GPO) is soliciting quotes from qualified Quoters interested in providing the services described in Section C of the attached solicitation. This procurement is conducted under a full and open competition, using Lowest Price Technically Acceptable evaluation method. The Government will evaluate the Offeror’s proposal using the evaluation factors in Section M of the solicitation. Questions in response to this solicitation shall be submitted to the Contract Specialist: Shawnita Hamm at shamm@gpo.gov and to Contracting Officer Nataliya Holl at nholl@gpo.gov by the deadline indicated above. It is at the CO’s discretion to provide responses after the above deadline. The amendments, and responses to submitted questions will be posted on the website where the solicitation was posted. Proposals received after the closing date and time will be processed as late and not consider for award. Offerors are responsible for ensuring that their proposals are received at GPO by the specified closing date and time. Issuance of this solicitation neither obligates GPO to award a contract nor does it commit to pay for any costs incurred by the offeror in the preparation and submission of a proposal. Award of a contract will be subject to funds availability following the proper completion of required GPO internal processes and other internal GPO approvals.



The U.S. Government Publishing Office (GPO) Security and Intelligent Documents, SID, Division, requires the use of a contractor's waste destruction facilities to securely and completely destroy passport waste. The passport manufacturing division of Security & Intelligent Documents has on a day to day basis, secure manufacturing passport waste. This waste which accumulates at a rate of 22 skids every two weeks, needs to be securely and completely destroyed. GPO SID seeks a vendor will be able to accommodate up to 22 skids at a time for secure destruction. The successful vendor shall provide on-call pick-ups within 24 hours of the service.



Secure Waste Tasks:





Task 1. Secure Waste arrives at offeror’s facility, there is no requirement for the offeror to transport non-secure waste.

Task 1, Subtask 1: The offeror and the delivering truck driver shall be responsible for weighing the truck in accordance to any state or federal regulatory laws.





Task 1, Subtask 2: The offeror shall lead the delivering truck to the designated area to be off-loaded by offeror personnel.





Task 1, Subtask 3: Offeror personnel shall accommodate GPO personnel who will escort the secure waste, and ensure it is placed in the direct feed hopper and to verify destruction.





Equipment: The offeror’s waste disposal facility must have a direct feed hopper, an elevator/lift capable of reaching the direct feed hopper, and a furnace to incinerate secure waste. The elevator/lift must feed directly into the furnace used to incinerate the secure waste. The direct feed trash hopper must be operational at time of secure waste material arrival.





Acceptance Requirements: The direct feed hopper along with the furnace used to incinerate the secure waste shall be operational at the time of secure waste arrival.
