This notice serves as a Sources Sought Synopsis for the following requirement:





The Engineering Research and Development Center (ERDC) Coastal and Hydraulics Laboratory (CHL), requires a Laser and Radar Expansion for the Flood Fight Basin.





The supplies required in order to expand the Flood Fight Basin is as follows:





Six (6) HiTECH Minilaser 62 (LDM42A): Class 2 fast laser distance measurement sensor and associated devices/accessories, including cables, power supplies, software/license, and manuals. The materials must be compatible in all aspects (form, fit, and function) with existing HiTECH Minilaser 62 (LDM42A) Class 2 fast laser distance measurement sensor. Other laser specifications as follows: visible beam for aiming, range: 0.2 m to 30 m on almost all natural surfaces, accuracy: +/- 3 mm, Resolution: 0.1 mm, measurement interval: 0.2 sec to 5 sec, operating temperature: -10 °C … +50 °C, 4...20mA analog output, serial interface: RS232, connection cables: LDM4xA, 10m long





Two (2) VEGAPULS 31 compact radar sensors: The two VEGAPULS 31 compact radar sensors for continuous level measurement must include all cables and mounting devices. Other specifications as follows: output: 4 ... 20 mA/HART, process temperature: -40 ... 176 °F, process pressure: -14.5 ... 43.5 psi, measuring range: distance up to 15 m, accuracy: +/- 2 mm, on-site display and 3-key operation, frequency: 80 GHz, Beam angle: 8°, threaded connection: G1½, 1½ NPT, R1½, protection rating: IP66/IP67, Type 4X





One (1) LDM Switch cabinet 5x: The switch cabinet for device server has the following specifications: switch cabinet to connect 5x LDM42A to a serial device server system with 8 RS232 ports, include power supply module for sensors and device server, LDMView Software with License (1 windows 10/11 compatible) LDMView provides both numerical value and graphical display over time of all 5 (or more) lasers simultaneously on the computer screen. Software can automatically store laser measurements on the computer in an ASCII file or a file that can be converted to ASCII.



USACE intends to issue this requirement under NAICS code 334516 Analytical Laboratory Instrument Manufacturing, Size Standard: 1000 Employees.





No solicitation is available at this time. No phone calls are being accepted as a result of the Sources Sought Notice. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) to compete and perform the services under a contract, and interest from other than small business (OTSB). The type of solicitation and contract to be issued will depend upon the responses to these sources sought synopsis.





Note: In order to be eligible for award of a government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.





This source sought notice shall not be considered as an invitation for bid, request for proposal, or an obligation on the part of the Government to acquire any products or services. Your response to this notice will be treated as information only. No entitlement to payment of direct or indirect costs will arise as a result of contractor submissions of responses to this announcement.
