Description

NASA/John C. Stennis Space Center (SSC) plans to issue a Request for Proposal (RFP) for the following Commercial item: Gaseous Nitrogen Generation Solution (GSNS). The work to be performed under this requirement is to supply gaseous nitrogen to SSC.



A high-level overview of the requirement includes gaseous nitrogen shall be provided at the interface point per the technical specifications of the Statement of Objectives and meet gaseous nitrogen specifications of MSFC-STD-3535.



The NAICS Code and Size Standard are 325120 and 1,000 employees, respectively. The Product or Service Code (PSC) will be 3655, Gas Generating and Dispensing Systems, Fixed or Mobile.



The anticipated release date of the draft RFP, 80SSC023R0001, is on or about May 23, 2023, and the RFP on or about July 19, 2023, with an anticipated proposal due date on or about August 16, 2023. The firm dates will be stated in the final RFP. Both the draft RFP and the RFP in addition to any attached documents, will be available on www.Sam.gov.



All responsible sources may submit a proposal which shall be considered by the agency. It is the offeror's responsibility to monitor this website for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).



Prior market research supported the following acquisition decisions. The Government anticipates that the RFP will be issued under Acquisition of Commercial Products and Commercial Services and Contracting by Negotiation in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 15 and will result in one (1) award via an indefinitely delivery requirements contract. The tentative total estimated contract duration will be 12 years with approximately two (2) years for a design implementation phase followed by a 10-year production phase. It is anticipated that this action will be issued as unrestricted with full and open competition.



The Government will conduct a single organized site visit for this requirement currently planned for June 8, 2023. Request to attend shall state the full name (as listed on the attendees Driver’s License) of the attendee(s), company name, and citizenship. Identification information for U.S. nationals must be provided at least 48 hours in advance of the site visit. For foreign nationals, this information shall be provided at least 30 calendar days in advance of the site visit due to the longer badging and clearance processing time. Any foreign nationals anticipating to attend the site visit should submit the site visit request as soon as possible. Additional information will be required following any foreign national’s request. Submit requests to Melissa Wagner at melissa.r.wagner@nasa.gov. Clearance requests for foreign nationals does not guarantee access to the Government site. The Government is not responsible for offerors’ inability to obtain clearance within sufficient time to attend the site visit. Any updated information will be posted with the draft RFP.



The evaluation factors for this procurement are in development but will likely include Technical Solution/Capability, Past Performance, and Price.
