REQUEST FOR INFORMATION ON HEAVY EQUIPMENT LEASING AT STENNIS SPACE CENTER MISSISSIPPI



SYNOPSIS



The National Aeronautics and Space Administration (NASA) is seeking current market information from heavy equipment leasing companies. The information requested is related to Stennis Space Center’s decision whether or not to purchase or lease heavy equipment.



GENERAL DESCRIPTION



The scope of work includes the leasing of various identified types and sizes of heavy equipment and related services, equipment transportation and pickup, preventive and corrective maintenance, and fuel and lubrication service. Equipment will be leased “dry” (without operator) and shall be in fully serviceable condition, cleaned of all dirt and vegetation, fueled and ready to begin work upon departure from the Contractor. Equipment will be operated by experienced NASA equipment operators at the performance site.



REQUESTED INFORMATION



The following information is requested from interested heavy equipment leasing companies:




  1. Are there any requirements in the draft documents that are unnecessary or overly restrictive?

  2. Are there are any best practices that would improve our requirements?

  3. Which contract model enables you to provide your best service / best value: Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ), or a combination of the two?

  4. What incentives would motivate you to provide your best performance?

  5. Is a “brand name or equivalent” requirement helpful or unnecessary?

  6. What are reasonable expectations for maximum age of equipment / cumulative runtime on delivery, and maximum age / runtime throughout the Period of Performance (POP)?

  7. What deliverables do you expect to provide your customer during the POP?

  8. What metrics do you expect us to measure your performance against?

  9. Are the hazardous waste requirements reasonable and typical of industry practice?

  10. What’s a reasonable transition plan timeframe for the number of items expected on this contract? We don’t expect all equipment to be changed out at once.

  11. What would motivate you to bid on this requirement?



ADDITIONAL INFORMATION



This synopsis should not be construed as a formal request for proposals, but rather a Request For Information (RFI) requesting information under the authority of FAR 15.201. Responses to this request for information are not offers and cannot be accepted by NASA to form a binding contract. This synopsis is not to be construed as a commitment by the Government to make a purchase, nor will the Government pay for the information solicited. The information gathered from this RFI will be used for market research analysis and to plan future procurements.



NO SOLICITATION EXISTS AT THIS TIME. If a solicitation is released, it will be synopsized on SAM.gov. It is the responsibility of potential offerors to monitor this site for the release of any follow-on solicitation or synopsis. Since this is only a request for information, no evaluation letters and/or results will be issued to the respondents.
