154th RTI at CSJFTC



This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number W9127Q-23-R-0021 is being issued as a Request for Proposal (RFP) using Simplified Acquisition Procedures. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2023-04 Effective 02 June 2023 and the Defense Federal Acquisition Regulations (DFARS) updated 17 August 2023. This requirement is 100% Small Business Set Aside. The North American Industrial Classification System Code (NAICS) is 334310 with a size standard of 750M employees. The Government intends to make an award of a Firm Fixed Price purchase order for Audio Visual Equipment and Installation:



1. Scope of Requirement:



Camp Shelby Joint Forces Training Center (CSJFTC), 154th Regional Training Institute (RTI) is requesting replacement of audio/visual equipment for several rooms located in the 154th RTI Headquarters Building. Audio & Video upgrades are for five (5) Buildings #3703, #1450, #3575, #3202 & 3577. The contractor shall provide all labor, materials, supervision, equipment, methods, and devices necessary to complete the project as detailed in this Statement of Work. All equipment must work with existing devises as defined in this Performance Work Statement and from the site visit. Contractor shall ensure work is completed by skilled tradesmen, fully experienced in the field of the applicable task.



CLIN 0001 - Building 3703 Armor Battalion: As described in paragraph 5.1 the contractor shall provide all supervision, labor, equipment, material, and supplies required to install below listed Audio and Video components in two classrooms located at 3703 37th Street, Camp Shelby, Mississippi.



CLIN 0002 - Building 1450-Medical Battalion: As described in paragraph 5.2 the contractor shall provide all supervision, labor, equipment, material, and supplies required to install below listed Audio and Video components in one classroom of located at 1450 14th Street, Camp Shelby, Mississippi.



CLIN 0003 - Building 3575: As described in paragraph 5.3 the contractor shall provide all supervision, labor, equipment, material, and supplies required to install below listed Audio and Video components in three classrooms located at 3575 “C” Avenue, Camp Shelby, Mississippi.



CLIN 0004 - Building 3202: As described in paragraph 5.4 the contractor shall provide all supervision, labor, equipment, material, and supplies required to install below listed Audio and Video components in two classrooms located at 3202 Lee Avenue, Camp Shelby, Mississippi.



CLIN 0005 -Building 3577: As described in paragraph 5.5 the contractor shall provide all supervision, labor, equipment, material, and supplies required to install below listed Audio and Video components in the auditorium located at 3577 “C” Avenue, Camp Shelby, Mississippi.

Period of Performance: 60 Days After receipt of Award



Effective dates of October 01, 2023, to November 30, 2023.



2. Site Visit:



A site visit will be conducted on Wednesday, September 6, 2023, at 10:00 AM (CST) at Building 3500 Headquarters located at Camp Shelby, Mississippi. Information provided at this site visit as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless solicitation is amended in writing. If an amendment is issued, normal procedure relating to the acknowledgment and receipt of solicitation amendments shall apply.



3. Basis of Award



Award will be made to the offeror who represents the best value to the Government as outlined in accordance with the criteria set forth within the solicitation, with appropriate consideration given to Lowest Price Technically Acceptable (LPTA). The offeror’s technical proposal shall be evaluated on an Acceptable/Unacceptable basis. Offerors who rate unacceptable in Technical will be removed from further consideration for award. Once determined technically acceptable, price will be evaluated to determine reasonableness of the proposed price. Unreasonable Offers cannot be selected for award. See Attachment for Proposal Instruction and Evaluation Criteria for full details.



4. Provisions / Clauses



The contractor shall refer to Attachment #1, “Solicitation Provisions and Clauses” for the clauses and/or provisions applicable to this RFP. Note provisions and clauses are referenced either by full text or incorporated by reference, the same being 52.212-1; 52-212-2; 52-212-3 with Alternate I; 52.212-4; and 52.212-5. Clauses and Provisions incorporated by reference may be accessed via the Internet at www.acquisition.gov.



5. Proposal Submission Requirements

C. Facsimile proposals WILL NOT be accepted.



Proposals may be received early; however, they will not be accepted after 2:00 PM on Tuesday, September 19th. Contractor is responsible for following up to ensure proposals are received in the USPFO P&C Office by the due date/time stated above. Proposals must include a statement that pricing is valid for at least 60 days after proposal’s closing date/time. See Attachment 3 Proposal Instructions for full details.



6. Request for Information



All questions must be submitted in writing (email preferred) to the e-mail address identified for receipt of proposals. Questions can be submitted no later than 4:30 p.m. local (CST) time on Thursday 14 September 2023 (3 business days prior to close date/time). Answers will be provided with questions, on a non-attribution basis to all eligible contractors.



Interested offerors must be registered and visible in the System for Award Management (SAM) prior to proposal submission. To register go to: https://www.sam.gov/portal/public/SAM. This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote/ proposal preparation costs. It is the Government’s intention to award without discussions. Award will be made (all or none) to one vendor.
