The purpose of Amendment 2 to the DRAFT REQUEST FOR PROPOSAL, is to post the attendees list for the PrePropoal/PreBid Conference at SSC and MAF.



The purpose of Amendment 1 to the DRAFT REQUEST FOR PROPOSAL, is to issue a Revised CO Letter to Offerors.



THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE.



This notice is issued by the NASA/John C. Stennis Space Center (SSC) to post a DRAFT REQUEST FOR PROPOSAL (DRFP) to solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.



RFI #80SSC023K0003, Facilities Infrastructure Contract (FIC) was released on July 18, 2023. Since then, the title of the acquisition has changed to Combined Operations, Services, Maintenance, and Infrastructure Contract (COSMIC).



COSMIC is the follow-on to the Synergy-Achieving Consolidated Operations and Maintenance Contact (SACOM). The principal purpose of the COSMIC requirements are to provide facility operations, service and maintenance at SSC and Marshall Space Flight Center’s Michoud Assembly Facility (MAF) for NASA and its tenants.



COSMIC is a mechanism for facility services at SSC in Mississippi and MAF in Louisiana. MAF is managed by and reports to MSFC; under COSMIC, one Contractor will provide services to both locations, SSC and MAF. The Contractor shall manage and shall provide all services, equipment, and supplies, except as provided as Government Property, to implement the COSMIC Performance Work Statement (PWS).



The COSMIC PWS consists of Core service operations and Indefinite Delivery, Indefinite Quantity (IDIQ) requirements spread among the following work elements: Contract Management, Logistics, Safety, Health and Environmental Compliance, Engineering and Manufacturing Support Services, Site Services, Facility Operations & Maintenance Services, and Environmental Services and Program Management.



COSMIC is anticipated to be a Hybrid Cost-Plus Incentive Fee, Firm Fixed Price, IDIQ contract with Options Periods.



This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government may not respond to questions/concerns submitted. The Government will use the information to finalize the RFP as necessary.



Industry Days will be held at SSC on March 6, 2024 and at MAF on March 7, 2024. Details for attendance are within the CO Cover Letter and/or Section L of the DRFP.
