Combined Synopsis/Solicitation (Best Value)





The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires the procurement of 1200 gallons of Mobilgard 312 Lube Oil.





This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.





(ii) Solicitation number NM-AN2120-23-01072 is issued as a firm fixed price, commercial, request for quotation (RFQ).





(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02.





(iv) The NAICS code for this acquisition is 324191 – Petroleum Lubricating Oil and Grease Manufacturing. This solicitation is being posted as a brand name justification, small business set aside with a small business size limit of 900 employees.





(v) Line items are as follows:





CLIN 1: 1200 gallons of Mobilgard 312 lube oil delivered by barrel/drum.





(vi) Description of requirements for the items to be acquired: The NOAA ship Gordon Gunter requires the procurement of 1200 gallons of Mobilgard 312 Lube Oil:






  • 1200 gallons of Mobilgard 312 lube oil

  • To be delivered by barrel/drum

  • Barrel/Drums to be picked up by vendor





(vii) Date(s) and place(s) of delivery and acceptance and FOB point. FOB Destination delivery is required no later than 5/1/2023: NOAA Ship Gordon Gunter, Singing River Island Pier, USS Parson Way, Pascagoula, MS 39567. Please include whether you can meet the not to exceed date of 5/1/2023 for the delivery of the lube oil on your quote.



(viii) The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition without addenda.





(ix) The provision at 52.212-2, Evaluation—Commercial Items, applies to this acquisition. Please see attached Terms and Conditions for specific evaluation criteria.
