Combined Synopsis/Solicitation (Best Value)



The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Atlantic requires the purchase of Mobilgard 312 generator lubrication oil.



This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



(ii) Solicitation number NM-AN2140-23-00435 is issued as a firm fixed price, commercial, request for quotation (RFQ).



(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01.



(iv) The NAICS code for this acquisition is 324191 – Petroleum Lubricating Oil and Grease Manufacturing. This solicitation is being posted as a Small Business set aside Brand Name only solicitation for Mobilgard 312.



(v) Line items are as follows:



CLIN 1: Mobilgard 312 – 990 gallons: delivered via 2 totes



(vi) Description of requirements for the items to be acquired: The NOAA ship Gordon Gunter requires the purchase of 990 gallons of Mobilgard 312 lube oil. Quotes should include all pricing as specified in the Statement of Need. This solicitation is for the Mobilgard 312 lube oil only and is set aside for small businesses with a business size limit of 750 employees.



(vii) Date(s) and place(s) of delivery and acceptance and FOB point. FOB Destination delivery is required 1/9/23 or 1/17/23: NOAA Ship NOAA Ship Gordon Gunter, Gulf Marine Support Facility, 151 Watts Ave., Pascagoula, MS 39567



(viii) The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition without addenda.



(ix) The provision at 52.212-2, Evaluation—Commercial Items, applies to this acquisition. Please see attached Terms and Conditions for specific evaluation criteria:



(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:




  • Demonstrated Capacity to meet the requirements of the Statement of Need (Technical)

  • Price

  • Past Performance

  • Factors are listed in order of importance. This will be awarded based on best value to the government.



(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s)
