Contract Opportunity

The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA Ship Pisces is requesting two CTD Cables for the Hydrographic Winch onboard the Ship.

The NOAA Ship PISCES requires replacement of the old Hydrographic Winch CTD cable. The existing cable is Rochester Part number A216375 and has a diameter of 0.375-inches. The installed Lebus shell on the drum of each Hydrographic Winch is also sized for 0.375-inch cable. Replacement wire rope is required before the next sailing season. Rochester Part Number A216375 was replaced by TE Connectivity Rochester Cable Part Number A316375.

Therefore the required CTD cable will have the following specs:

4,500 meters of double-armored single-conductor CTD (current, tide, and depth) cable, Diameter of 9.53mm / 0.375-inches,

Breaking strength of 14,600 lb, Voltage rating of 2,000 volts.

The cable will be provided by TE connectivity located at:

2800 Fulling Mill RD Bldg 38 Middletown, Pennsylvania 17057-3142

NOAA, OMAO currently owns and operate several Markey winch

The Government is not aware of any other vendors that can provide Spooling Service for Markey DESH-5 while honoring the OEM warranty installation agreement.

The Government intends to acquire this service under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Markey Machinery, under the authority of FAR 13.106-1(b)(1)(i).

This is not a solicitation for competitive quotes. However, if any interested party that can provide this cable without compromising manufacturing, delivery and warranty may submit a statement of capabilities, which if in timely received, NOAA will consider.

A statement of capabilities to include detailed specs of the CTD cable including OEM warranty, this shall be received by 5:00pm EST on November 2nd, 2022.

A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide OEM authorized CTD Cables while also be authorized by the manufacture.

The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Alexander Cancela at alexander.cancela@noaa.gov by 5:00pm EST on November 2nd, 2022.
