The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1(b)) with Lubell Labs, Inc., 712 S. Yearling Road, Columbus, Ohio for a contract for sixteen (16) broadband acoustic transducer systems (LL 1424 HP ) to be used as an acoustic deterrent system (ADS). The U.S. Army Engineer Research and Development Center (ERDC) requires ADS to prevent the establishment of Invasive Carp (IC) from the Mississippi River into the Great Lakes. IC have negative effects on the ecology of the Mississippi River basin, consequently leading to social, biological, and economic impacts, which would be devastating to the Great Lakes communities, economy, and the environment. These are "direct replacement" parts/components for existing equipment. Currently, ERDC is need of military grade transducers for performance testing to maintain/replace a system in use at Lock 19. The 1.8M Soundbar that stretches across Lock 19 approach channel is manufactured to hold this speaker design and cabling. In addition, the equipment (i.e., transducers, amplifiers, racks and cabling) in the control center for the soundbar are designed specifically to drive the speakers without damage. This acquisition is being conducted under FAR 13.106-1(b). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334310 with a Small Business Size Standard of 750 employees.
