NOAA's Management & Budget Office Field Delegate, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Getinge USA Sales, LLC on behalf of the National Seafood Inspection Laboratory for preventative maintenance for Getinge Model 533 autoclave with an accompanying boiler that was manufactured by Getinge USA Sales, LLC. NSIL has implemented an ISO17025:2017 Laboratory Management System for third-party accreditation. Preventative maintenance of this equipment is a firm requirement of this program and accreditation. For conformance to the ISO17025:2017 Program requirements, NSIL has determined that quarterly inspections and annual maintenance are reasonable and needs to be conducted. Additionally, this contract will provide emergency service in the event of a failure to ensure operational readiness. The sole source determination is based on the fact Getinge does not supply parts for their equipment to other vendors. They do not certify other service providers to provide service for their equipment. By contracting with the manufacturer the preventative maintenance will be conducted to standard by an expert which will eliminate excessive cost of time and money to the government.

This contract will have base year with four option years with the following periods of performance. The base year is March 1, 2023 to February 29, 2024; Option Year 1: March 1, 2024 to February 28, 2025; Option Year 2: March 1, 2025 to February 28, 2026; Option Year 3: March 1, 2026 to February 28, 2027; and Option Year 4: March 1, 2027 to February 28, 2028.

It is recommended that the Getinge Maintenance contract be sole sourced as the subject matter experts for this requirement.

HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
