The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires the purchase of five (5) Scott SCBA Communications Systems.
This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) Solicitation number NM-AN2100-23-00554 is issued as a firm fixed price, commercial, request for quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08.
(iv) The NAICS code for this acquisition is 339113– Surgical Appliance and Supplies Manufacturing. This solicitation is being posted as a small business set-aside brand name requirement with a small business size limit of 750 employees.

CLIN 1: REQUEST TO PURCHASE 5 SCBA COMMUNICATIONS SYSTEMS
(vi) Description of requirements for the items to be acquired: The NOAA ship Oregon II requires the procurement of five (5) Scott Communication Systems. These communications systems but be compatible with existing SCOTT Air-pak Facepieces (AV 3000), have voice amplification systems, and have integrated VHF communications compatible with Motorola XPR7350e. Quotes shall include expected shipping/freight cost to the delivery destination.
(vii) Date(s) and place(s) of delivery and acceptance and FOB point. FOB Destination delivery is required no later than 03/15/2023 to: NOAA Ship Oregon II, Attn: Justin Weeks, 151 Watts Avenue, Pascagoula, MS 39567-4102.
(viii) The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition without addenda.
